Delta State Governor, Sheriff Oborevwori, has called for a decisive shift from reactive security management to intelligence-led, preventive and collaborative approaches in tackling Nigeria’s evolving security challenges.

Oborevwori made the call on Monday when participants of the Advanced Intelligence Officers’ Course 16/2026 of the Defence Intelligence College, Karu, Abuja, visited Delta State on a study tour.

The Governor, who was represented by his Deputy, Sir Monday Onyeme, stressed the importance of integrated intelligence and multi-agency coordination in protecting critical national assets, securing communities and promoting regional stability.

He said Nigeria’s security challenges required intelligence to be translated into “timely decisions, effective action and measurable security outcomes.”

“I urge you, as future senior intelligence and security leaders, to use the knowledge and experiences gained from this tour to strengthen national resilience and promote greater cooperation among security institutions,” Oborevwori said.

The Governor said Delta was particularly strategic to Nigeria because of its position as an oil and gas hub, maritime gateway and agricultural belt, noting that security and stability in the state had wider implications for the Niger Delta and the national economy.

According to him, his administration has continued to strengthen collaboration among the Nigerian Army, Department of State Services, Police, Nigerian Navy, Nigeria Security and Civil Defence Corps and other stakeholders, while providing logistical support for security operations.

He listed the establishment of Operation Delta Sweep as one of the measures adopted to strengthen joint security operations, reduce crime and protect lives and property through coordinated action.

Oborevwori also cited the regular State Security Council meetings as a platform for government and security agencies to assess emerging threats, share intelligence and coordinate appropriate responses.

He said the state had established the Office of the Special Adviser on Peace Building and Conflict Resolution to prevent and resolve conflicts, promote reconciliation and foster peaceful coexistence.

The Governor added that the Office of the Special Adviser on Intelligence Gathering was also strengthening grassroots intelligence and proactive crime prevention.

He emphasised the importance of community-based intelligence, saying traditional rulers, Presidents-General, community development structures and other stakeholders were crucial to providing early-warning information for timely security intervention.

He recalled that the state recently convened a security summit themed, “Security: A Collective Responsibility,” which brought stakeholders together to strengthen the fight against terrorism and other forms of criminality.

Oborevwori further disclosed that, following the 2026 Delta State Economic and Investment Summit, the state was developing a Data and Investment Intelligence Hub to facilitate the collection, integration and analysis of reliable data for evidence-based decision-making, economic planning, investment promotion and security management.

At the regional level, he said Delta would continue to pursue security cooperation through platforms such as the BRACED Commission and the Niger Delta Governors’ Forum, particularly in tackling kidnapping, cultism, illegal bunkering and maritime insecurity.

Earlier, Team Leader of the study tour, Commodore Usman Bugaje, said Delta State was selected because of its strategic importance to Nigeria’s economy.

Bugaje said the team considered the state’s offshore operations, transportation corridors, movement of crude oil and finished products, as well as its oil and gas industry.

He said the participants were also interested in examining the operations of the various security agencies in the state and understanding the peculiar security challenges confronting Delta.

According to him, the study tour was designed to enable the officers to engage directly with residents, appreciate the efforts of security agencies and gain first-hand knowledge of how the Delta State Government was coordinating security agencies and traditional institutions to sustain peace.

He said the visit would enable the officers to examine the state’s security architecture in line with the course theme: “Strengthening National Resilience Through Integrated Intelligence, Multi-Agency Coordination and Regional Security Cooperation.”
