Delta Assembly passes tougher anti-terrorism law, approves Colleges of Education Reform Bill

Speaker, Delta State House of Assembly, Rt. Hon. Emomotimi Guwor.

The Delta State House of Assembly has approved amendments to the Delta State Anti-Terrorism and Anti-Cultism Law, tightening the state’s security framework and reinforcing the government’s frontline position against violent crime.

Speaker Rt. Hon. Emomotimi Dennis Guwor, who presided over the third reading and passage of the bill on Wednesday, described it as a clear signal of the government’s resolve to protect lives and property across the state.

“This amendment is a strong, unmistakable message to all agents of crime and instability—there is no hiding place for you in Delta State,” Guwor said, shortly after giving the gavel that sealed passage of the bill.

He commended lawmakers for what he called their unity, patriotism and intellectual rigor in strengthening a critical law enforcement instrument. “By reinforcing existing laws, we are equipping our security agencies with sharper tools to secure our people,” he added.

Education Reform Bill Scales Through

In a separate legislative milestone, the House also passed the Delta State Colleges of Education Bill, aimed at harmonizing operations across public colleges of education in the state and deepening academic standards.

Calling the passage “momentous for the future of education in Delta State,” the Speaker noted that the bill’s journey from first reading to final approval demonstrated lawmakers’ shared commitment to educational growth and citizen development.

According to Guwor, the law will elevate teacher-training quality, streamline operations across tertiary institutions offering education programmes, and enhance the overall performance of graduates in the education sector.

“This bill reflects global best practices for grooming effective teachers,” the Speaker said, praising the House Committee on Education for its diligence, stakeholder consultations, and thorough review process.

Guwor further appreciated all members for their contributions, saying their debates and support affirmed the Assembly’s devotion to its constitutional role and to advancing the welfare of Deltans.

“We remain fully committed to working with the Executive to build a strong, secure, and prosperous Delta,” he stated.
