IGP submits State Police framework to Senate for Constitutional review

The Inspector-General of Police, Olatunji Rilwan Disu, has presented a detailed framework for the establishment of state police to the Deputy President of the Senate, Senator Barau Jibrin, as part of ongoing efforts to reform Nigeria’s security architecture.

The submission was made on Thursday at the National Assembly in Abuja to Senator Barau, who also chairs the Senate Committee on the Review of the 1999 Constitution.

According to a statement by the Deputy Senate President’s Special Adviser on Media and Publicity, Ismail Mudashir, the 75-page document was delivered on behalf of the IGP by Professor Olu Ogunsakin, chairman of the Nigeria Police Force committee on state policing.

The document, titled “A Comprehensive Framework for the Establishment, Governance and Coordination of Federal and State Police,” outlines proposed structures, operational models, and coordination strategies for the implementation of state policing in Nigeria.

Disu said the framework represents the Nigeria Police Force’s official position, developed through extensive consultations and careful evaluation of the legal, administrative, and operational implications of decentralising policing.

He expressed confidence that the report would enrich deliberations on constitutional amendments and support informed decision-making on the country’s evolving security needs.

The IGP added that the submission forms part of the Police Force’s contribution to the ongoing review of the 1999 Constitution.

Responding, Senator Barau Jibrin commended the IGP for the initiative, describing it as a proactive step that aligns with President Bola Ahmed Tinubu’s drive to strengthen national security.

He assured that the Senate Committee would thoroughly review the document alongside other submissions as part of the constitutional amendment process.
