The Nigeria Police Force (NPF) paid N7,662,992.27 to Waves Fillment Limited on April 5, 2024, for the supply of 10 packets of toilet rolls, Foundation for Investigative Journalism (FIJ) has gathered.
This company also received a N6,116,213.30 payment on the same day to supply 20 units of Owen’s Rich Biscuit.
In the payment description, Police Formations and Commands, the payer, specifies the flavours to be supplied. It paid for two units of wheat flavour, eight units of milk flavour and 10 units of vegetable flavour.
FIJ found that the biscuits are sold at retail prices between N2,500 and N5,000, depending on the store. At the most expensive price, 20 units of the biscuits cost N100,000.
The market cost of the items represents 1.63% of the payment to Waves Fillment.
FIJ also checked the prices of high-end toilet roll packs and found packs of 48 that sell for about N45,000. If 10 of these are purchased, then that would total N450,000, less than 10% of the N7.66 million paid for this purpose.
Added to the description for both payments was the term ‘other items’. However, FIJ has earlier documented how the Independent Corrupt Practices and Other Related Offences Commission (ICPC) considers the use of vague wording as a means to enable corrupt practices.
In an earlier report, FIJ exposed how the NPF paid a combined total of N34.23 million to several companies but did not include a description for any of the payments.
