Tinubu’s State Police proposal: Delta begins construction of Police bases in 25 LGAs, approves N400bn infrastructure

In a proactive move aligned with President Bola Tinubu’s proposed policy on state police, the Delta State Government has approved the construction of Police Divisional Headquarters in all 25 local government areas, alongside a N400 billion infrastructure package spanning roads, security facilities, and judicial quarters across the state.

The approvals, granted during Friday’s State Executive Council meeting presided over by Governor Sheriff Oborevwori, include the construction of a Nigeria Police Special Protection Unit (SPU) Base to strengthen security operations—strategically positioning the state for the anticipated decentralization of policing.

Briefing journalists after the meeting, Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, disclosed that the police infrastructure approvals were specifically designed to anticipate the Federal Government’s proposed establishment of state police.

“Approval was given for the construction of Police Divisional Headquarters in all 25 local government areas, in anticipation of the Federal Government’s proposed policy on the establishment of state police,” Aniagwu stated.

The comprehensive security infrastructure development represents one of Nigeria’s most ambitious subnational preparations for the proposed policing reform, creating immediate operational capacity across Delta’s three senatorial districts.

Multi-Sectoral Infrastructure Drive

Beyond security, the council approved major road projects spanning multiple LGAs including Warri South, Warri South-West, Udu, Ughelli North, Ughelli South, Ethiope East, Ethiope West, Aniocha North, Aniocha South, Ika North-East, Ika South, Ndokwa West, Ndokwa East, Bomadi, Burutu, Isoko North, and Isoko South.

Key road projects include the reconstruction of Warri Internal Ring Road Phase 2, rehabilitation of the first 3km Trans-Warri Ode-Itsekiri Road, and the construction of Orient Drive off NPA Expressway in Ekpan.

In the riverine areas, the government approved the construction of Macaulay and Mitubiri Roads in Bomadi, internal roads in Odimodi and Ogulagha communities in Burutu, and the Torugbene–Ojobo Road with a spur to Ojobo Town.

Judicial Infrastructure and University Development

The council also approved the construction of five judges’ quarters in Osubi, Okpe Local Government Area, and prototype judges’ quarters with auxiliary facilities in Asaba to improve judicial welfare. Renovation of magistrate courts and area customary courts across the state was also authorized.

In the education sector, approvals were granted for male and female hostels in state-owned universities and the completion of the Senate/Administrative Building at Delta State University, Abraka.

Aniagwu, flanked by the Attorney-General and Commissioner for Justice, Ekemejero Ohwovoriole (SAN), and other officials, emphasized that the approvals reflect the administration’s commitment to strengthening institutions, improving security architecture, and providing modern infrastructure to support effective governance.

The N400 billion infrastructure package represents one of the largest single infrastructure approvals in the state’s history, positioning Delta as a frontrunner in the institutional preparations required for the proposed transition to state policing.
