CIAPS ranks Delta Nigeria’s 2nd best-governed State

Delta State has emerged as the second-best governed state in Nigeria under Governor Sheriff Oborevwori, according to the 2025 Commonwealth Institute of Advanced and Professional Studies (CIAPS) Governance Performance Index (CGPI).

The latest ranking placed Delta State second nationwide with a governance score of 70 per cent, trailing only Kaduna State, which topped the index with 73 per cent.

The report underscores growing national recognition of the Oborevwori administration’s performance in governance, infrastructure development, public service delivery and overall management of state affairs.

The CIAPS Governance Performance Index evaluated the performance of governors across Nigeria’s 36 states, measuring governance outcomes and the effectiveness of public administration.

Governor Oborevwori’s second-place finish positions Delta ahead of 34 states in the federation, including Anambra, Niger, Ekiti, Akwa Ibom, Lagos, Oyo, Enugu and Borno, which all featured among the top ten states in the ranking.

According to the report, Anambra State, led by Governor Charles Soludo, secured third position with 65.5 per cent, while Niger State under Governor Mohammed Umar Bago came fourth with 65.1 per cent. Ekiti State, governed by Biodun Oyebanji, ranked fifth with 64.5 per cent.

Akwa Ibom and Lagos States, under Governors Umo Eno and Babajide Sanwo-Olu respectively, each recorded 64 per cent to occupy sixth and seventh positions. Oyo State under Governor Seyi Makinde placed eighth with 61 per cent, while Enugu State under Governor Peter Mbah ranked ninth with 56.5 per cent. Borno State, led by Governor Babagana Zulum, completed the top ten with 54 per cent.

In the middle-tier category, Kwara, Abia, Ondo, Nasarawa, Osun, Ogun, Kano, Kogi, Edo and Jigawa States occupied positions 11 to 20.

The report identified Taraba State as the lowest-performing state, with a governance score of 20 per cent. Other states listed among the bottom performers included Yobe, Benue, Rivers, Plateau and Kebbi.

Observers say Delta’s strong performance is likely to further boost public confidence in Governor Oborevwori’s MORE Agenda, which has driven investments in road construction, bridge projects, healthcare, education and other critical sectors across the state.

The ranking also reflects the impact of ongoing development initiatives and governance reforms undertaken by the administration, reinforcing Delta State’s position as one of Nigeria’s leading states in governance performance and service delivery.

CIAPS noted that the Governance Performance Index serves as a benchmark for assessing the effectiveness of state governments while promoting accountability, transparency and sustainable development across the country.
